Many experienced veterans remain in the military after participating in combat, which is critically important for the country’s defense capacity. Understanding their needs and providing adequate support is a key responsibility of a state that seeks to retain service members and ensure a decent quality of life.
We reviewed approaches used by other countries in shaping relations between the state and veterans and analyzed how these issues are addressed and regulated in Ukraine. Based on this, we developed recommendations to improve state veterans policy aimed at retaining and developing human capital in the military.
