Recognition and support for warriors and their families — the foundation of national defence capability

Russia’s war against Ukraine has been ongoing for over 10 years and presents an existential threat that will not disappear. The state must recognise the contribution of warriors who have fulfilled their constitutional duty, and establish an effective system to support them. It must also acknowledge and meet the needs of those who walk alongside them — their families and loved ones.

What to consider in shaping public policy

We, the organisations in the veterans’ affairs sector, have developed two public policy concepts — one for veterans and one for their families. There, we describe their journeys, needs, and the diversity of their life experiences, analyse the challenges they face in various fields, and propose forms of government support based on the real needs of the people.

Our approaches

Experience-based support

It is the experience of participation in hostilities/expectations/losses
that impact a person’s life, determine their needs, and shape the forms of support.

We acknowledge the diversity of experiences

A single person can simultaneously be in multiple roles and states — warrior/father/student/IDP. The state must recognise the changing nature of life roles and situations.

Different support in different environments

The policy must consider the context in which veterans and their families find themselves: military service/reserves/
civilian life.

Well-being as the foundation of policy

We view the needs of veterans and their families through the lens of well-being — to provide comprehensive support across different spheres of life.

2023, August

We unite in a Coalition and establish our vision for state support for veterans and their families.

2023, October

We present the first version of the Public Policy Concept forVeterans and Their Families.

2024, August

We sign a memorandum of cooperation with the Ministry of Veterans Affairs of Ukraine.

2024, November

The Cabinet of Ministers of Ukraine approves the Veteran Policy Strategy, based on the approaches outlined in the concept. We refine the concept for veterans and create a separate one for families.

2025, October

We launch the podcast “State for Veterans.”
